Jádrem této diskuse je osobnost a role poválečného velvyslance Spojených států v Československu Laurence A. Steinhardta, jemuž Lukeš vytýká především laxní výkon funkce a preferování jeho soukromých zájmů před státní službou, což Mareš relativizuje. Recenzentova kritika, že iniciativy americké ambasády na tomto poli zanedbal, podle Lukeše příliš neobstojí, neboť to byly snahy naprosto nedostatečné a opožděné. Nejvíce místa věnuje autor recenzi Víta Smetany (Na pomezí historického románu. In: Tamtéž, s. 524-539), kterou považuje za předpojatou, neseriózní a nekolegiální. Polemicky se zaměřuje na několik bodů, které mu Smetana vytýká: ignorování velké části odborné literatury, nevěrohodnost některých uváděných faktů, jednostranně negativní hodnocení československého působení velvyslance Steinhardta. He accepts some of Mareš´s criticism, but also challenges some of it. At the core of the discussion is Laurence A. Steinhardt, the post-war US Ambassador to Czechoslovakia, and his role in post-war Czechoslovak politics. Lukeš criticizes Steinhardt mainly for his having been derelict in the performance of his duties and for giving preference to his own private interests over those of his country, which, according to Lukeš, Mareš relativizes. With Koura´s contribution, ''Selhání, anebo spíš změna amerických priorit? (A Failure or the declining US interest in Czechoslovakia?), ibid.,pp. 540-46, the author questions how much importance to attribute to US public diplomacy in post-war Czechoslovakia. The reviewer´s criticism, that the author neglected the initiatives of the US Ebassy in this area, does not, according to the author, stand up to scrutiny, because those attempts amounted to too little too late., a2_The author devotes most of his reply to Smetana´s review, ''Na pomezí historického románu'' (Almost a Historical Novel), ibid., pp. 524-39), which he considers to be biased, unfair, and unfriendly. Autor přistupuje k diskutované knize velmi kriticky. Placákovo velmi široké pojetí fašismu zpochybňuje jako vágní, účelové a nevědecké. Pokus o postižení politického vývoje v poválečném Československu (1945-1948) předložený v této knize pak podle něj zásadně trpí absencí pramenné základny i ohledu na odbornou literaturu. Argumentační styl je založen spíše na libovůli než na respektu k faktům. To autor podrobněji ilustruje na pasážích, v nichž Placák hájí svou tezi o antisemitském charakteru tehdejší politiky Komunistické strany Československa. He finds Placák´s very broad conception of Fascism problematic, it is, he writes, vague, with an ulterior motive, and unscholarly. Placák´s attempt in this book to describe political developments in post-war Czechoslovakia from May 1945 to late February 1948 fundamentally suffers, according to him, from an absence of research using primary sources and scholarly secondary literature on the topic. The style of argument tends, moreover, tobe based on capriciousness rather than on respect for the facts. The author illustrates these shortcomings in detail with sample passages in which Placák defends his argument about the antisemitic nature of Czechoslovak Communist Party policy in that period. Kniha Petra Placáka Gottwaldovo Československo jako fašistický stát podle autora svým názvem vyvolává falešný dojem, že pojednává o Československu v letech 1948 až 1953, kdy byla jedinou držitelkou moci v zemi Komunistická strana Československa a její předseda Klement Gottwald byl prezidentem republiky. Pro toto období totalitního režimu v Československu by některé autorovy závěry byly přiléhavé, avšak dokazovat fašistický charakter režimu v Československu v letech 1945 až 1948, kdy zde vládla koalice stran Národní fronty, prezidentem byl Edvard Beneš, existoval kritický tisk a do značné míry fungovaly demokratické procedury, je podle jeho názoru zcela pomýlené. Historik, spisovatel a publicista Petr Placák v knize razí kontroverzní tezi, že v Československu v letech 1945 až 1948 vládl fašistický režim, který navazoval na nacistický režim z let německé okupace (1939-1945) a předjímal komunistický totalitní režim po únoru 1948. Fašismus přitom pojímá jako širší kategorii, než je obvyklé, když jej definuje především aktivistickým politickým stylem. Autor situuje Placákův přístup na teoretickém poli bádání o nedemokratických režimech do blízkosti mladších, postklasických stoupenců teorie totalitarismu. Oceňuje spíše druhou část jeho práce, analyzující politické poměry v poválečném Československu do roku 1948. Podle Budila jde o legitimní a v mnoha směrech přesvědčivý obraz, který logicky vysvětluje příčiny zhroucení československé demokracie, a paralela mezi Československem v roce 1945 a Itálií v roce 1922 působí věrohodně. Placák thus conceives of fascism as a broader category that is generally considered to be, and he defines the regime by its activist political style. The author locates Placák´s theoretical approach to researching undemocratic regimes close to later, "post-classic" adherents to the theory of totalitarianism. More than the first part of the book, it is the second part that the reviewer appreciates. This part, which analyses the political situation in Czechoslovakia before the February takeover, presents, according to the author of the article, a legitimate and in many respects convincing picture, logically explaining the causes for the collaps of Czechoslovak democracy; indeed, the parallels Placák draws between Czechoslovakia after May 1945 and Italy in 1922 are credible. a1_Autor na rozboru strategie a taktiky Komunistické strany Československa v letech 1945 až 1948 sleduje, jak se v její tehdejší politice uplatňovalo téma takzvané specifické cesty osvobozené Československé republiky k socialistickému společenskému systému. Klade si otázku, jak mohla komunistická strana po válce získat tak masovou podporu, a jednu z příčin jejího úspěchu shledává v pragmaticky a pružně zvolené strategii, využívající vzepjaté národní cítění obyvatel v kombinaci s široce vyznávanými ideály sociální spravedlnosti. Domácí historické kořeny teze o svébytném směřování země k socialismu a její přitažlivosti nachází autor ve druhé polovině 19. století, kdy se v české společnosti a politice prosazovaly a propojovaly levicové a nacionální myšlenky, jejichž symbióza poté silně působila po celou dobu první republiky. In practice this idea was expressed in the slogan about the struggle to win over the majority of the nation, which was meant to ensure the Communist Party more than fifty per cent of the vote in the next elections. The author points to the importance of the international context, particularly the attitudes of Moscow, which, as Stalin said, declared that it agreed to the notion of different roads leading to socialism in different countries, depending on the local circumstances in each. The fundamental turnaround in Kremlin policy in summer and autumn 1947, reflected particularly in the founding of the Cominform (Information Bureau of the Communist and Workers´ Parties), was projected into the strategy of the Czechoslovak Communist Party, when, in the struggle for power, it began, in addition to elections, to plan alternative approaches using pressure and violence. Ultimately these were effectively employed in the February 1948 takeover, which the author examines from the viewpoint of reports by Soviet diplomats and bureaucrats. Though the Czechoslovak Communist Party leadership did not explicitely reject the Czechoslovak road to socialism, after the Soviet-Yugoslav split and the establishment of a more hard-line course by the Kremlin in autumn 1948, it completely abandoned the Czechoslovak road and adopted the Soviet model of Socialism., a3_The author sums up by saying that although the superficial and undeveloped concept of the Cezchoslovak road did indeed exist for a while in Czechoslovak Communist Party policy, it was only intended for the purpose of taking power peacefully and was essentially a tactic to make the road to Communist dictatorship appear democratic. The author demonstrates the importance of the document by discussing particular changes in Czechoslovak Communist Party policy in accord with Soviet ideas. This long text, highly critical of the Czechoslovak Communist Party leadership, was drawn up by three officials of the apparat of the Central Committee of the Communist Party of the Soviet Union (CPSU), L. Baranov, V. Moshetov, and A. Antipov, on 5 April 1948, for Mikhail Andreyevich Suslov (1902-1082), the head of the foreign policy department of the Central Committee. It also criticizes the mass expansion of the membership base of the Czechoslovak Communist Party, which it considers to be a rejection of the Bolshevik principles of the organizational building up of the Party. The report condemns the leadership of the Czechoslovak Communist Party (and other parties before the February takeover) for its nationalities policy when dealing with the German and Hungarian minorities in Czechoslovakia, because the leadership ignored Leninist-Stalinist approaches to this question. The Czechoslovak Communist Party leadership, according to the authors of the report, were guilty of similar deviations on the peasant question, because it had failed to work out a "scientific" solution and did not strike at the very foundations of capitalism in the villages.
