From their establishment until 1953 the Slavonic and Oriental Institutes underwent numerous changes in the organizational sense, as well as involving the primary direction of research objectives, the compulsory replacement of the membership base and funding. This study deals with the issues surrounding selected phenomena - how these changes were reflected e.g. taking into account the actual incorporation of both institutes in the Academy of Sciences, how and when these initially rather ''prestigious'' institutes turned into ''scientific institutes'' and what they won and lost from this incorporation within larger scientific organizations
Velký problém pak představuje zpracování období sedmdesátých a osmdesátých let i následné doby transformace, kde musíme počítat i s omezeným přístupem k archivním materiálům. V následující třetí části jsou pak předkládány možné varianty zpracování dějin ČSAV. První alternativu představuje dvou- nejlépe však čtyřsvazkové, chronologicky členěné dílo, jehož členění odpovídá více či méně zřetelným vnitřním mezníkům v dějinách ČSAV. Navrženy bylo pracovně členění a pojmenování svazků: 1. svazek (1952-1962): První desetiletí - formování a stabilizace; 2. (1962-1970): Zlatá šedesátá - i ve vědě?; 3. svazek (1970-1985): Pod přísným dohledem - léta tzv. normalizace; 4. svazek (1986-1992): Přestavba a transformace - pokusy o reformu a jejich vyústění. K této variantě se autoři přiklánějí. Druhá varianta zahrnuje 2 svazky pro celé období 1952–1992, členěné věcně a problémově: 1. svazek: vědní a vzdělanostní politika komunistického státu ve vztahu k ČSAV; právní rámec; institucionální dějiny ČSAV jako celku; mezinárodní styky ČSAV a mezinárodní kontext zde pěstovaného výzkumu; přehledová a tabelární část; přílohy, prameny a literatura. 2. svazek: dějiny jednotlivých ústavů (pracovišť), profily osobností, týmů a dějiny vědních oborů zde pěstovaných; přehledová a tabelární část; přílohy, prameny a literatura. Věnují se i problematice metodologického uchopení v konfrontaci s dosavadními koncepcemi analogických děl v zahraničí a zdůrazňují nutnost zasazení dějin ČSAV do širších sociokulturních souvislostí., The introduction to the study goes over the current situation regarding treatment of the history of the Academy of Sciences in the Czech lands, which has been affected by several implemented and unimplemented grant projects, as well as the establishment of the Department for the History of the Academy of Sciences at the Masaryk Institute and Archive of the ASCR in 2009. A comprehensive, objective view of the historical development of the Academy of Sciences may even have a significant effect on the long-term debate concerning the nature, identity and need for extra-university research in the Czech Republic and enhance it with a dimension that has not previously been taken into sufficient account. A comparison with other countries will also refer to some distorted statements made in the overall debate. The second part of the article analyses the state of research to date (even abroad) and the source base. Here it refers to numerous desiderata, including a deeper treatment of the development of the scientific and scholarly structures during the 1960s, the engagement of scientists and scholars in reform activities during the latter half of the 1960s and the lacking biography of CSAS President František Šorm. A great problem is then presented by the 1970s, the 1980s and the subsequent period of transformation, where we also have to expect limited access to archive materials. In the following third part the possible options for the treatment of CSAS history are presented. The first alternative involves a two-volume, or preferably, a four-volume chronologically arranged work, the division of which corresponds more or less to the obvious internal milestones in CSAS history. The following division and titles were proposed on a working basis: Volume 1 (1952-1962): The first decade - formation and stabilization; Volume 2 (1962-1970): The golden sixties - even in science?; Volume 3 (1970-1985): Under strict supervision - the normalization years; Volume 4 (1986-1992): Reconstruction and transformation - attempts at reform and the upshot. The authors are inclined to adopt this alternative. The second alternative comprises two volumes for the entire period from 1952 to 1992, divided up in accordance with the subjects and the issues involved: Volume 1: the science and scholarship policy of the Communist state in relation to CSAS; the legal framework; the institutional history of CSAS as a whole; international relations of CSAS and the international context of research undertaken here; summaries and tables; appendices, sources and bibliography. Volume 2: the history of individual institutes (departments), profiles of individuals, teams and the history of disciplines, dealt with here; summaries and tables, appendices, sources and bibliography. In conclusion, the authors focus on several practical issues associated with the implementation of the selected alternatives regarding CSAS history - e.g. the necessary interdisciplinary collaboration, and on the way that individual CSAS institutional levels are combined. They also deal with the issue of methodological understanding in comparison with previous concepts of analogical works abroad, stressing the need to set the history of CSAS in its broader sociocultural context.(Translated by Melvyn Clarke.), and Překlad resumé: Melvyn Clarke
Klíčovou roli nakonec sehrál areál v Praze na Rokosce, ve kterém již působil resortní ústav a který se proměnil v jádro Hornického ústavu ČSAV., The CSAS Mining Institute was created in 1957 as part of efforts to expand the Czechoslovak Academy of Sciences so as to include new disciplines and applied research. The article sets out the progress of negotiations from the early 1950s over the creation of the institute and the changes that took place over the years in its basic conception and with regard to the development of CSAS science policy. One important factor was the issue of what mining science actually is and which part of it came under the Academy of Sciences as basic or applied research. A special role was played here by rivalry between the individuals who were supporting particular forms of the future institute. The most prominent figures involved were František Špetl, Emil Petýrek (subsequently the first Director at the institute) and Antonín Pelnář. However, their ideas had their limits, as they had to fall into line with the financial circumstances at CSAS. A key role was ultimately played by the premises at Rokoska in Prague, where the ministerial institute was already in operation, which was transformed into the core of the CSAS Mining Institute. Ve druhé části stati (jež bude uveřejněna v následujícím čísle našeho časopisu), pojmenované Půlroční dvojvládí (leden-červen 1990), se podrobně popisuje vývoj a činnost ČSAV v dalším období, kdy v jejím čele společně stálo prozatímní prezidium ČSAV a předsednictvo Komory volených zástupců pracovišť ČSAV., This extensive article by a direct and active participant in the transformation of CSAS after 17th November 1989 and the first years of activity of the Academy of Sciences of the Czech Republic focuses on the events and happenings that took place at the Czechoslovak Academy of Sciences in the period from 17th November 1989 to the end of June 1990. Its first part, entitled Six revolutionary weeks (November-December 1989), deals with the origins and turbulent activities surrounding the civic movements of CSAS members and staff at its institutes, which culminated in the extraordinary General Meeting of CSAS members on 21st December 1989, the complete change in CSAS management and the adoption of the first comprehensive programme for its fundamental reconstruction. The second part of the article (which will be published in the following issue of our journal) entitled Six months of dual government (January-June 1990) describes in detail the developments and activities at CSAS in the subsequent period when it was headed jointly by the interim CSAS Presidium and the Presidium of the Chamber of Elected CSAS Institute Representatives. Druhá část práce se podrobně zabývá děním v Československé akademii věd během prvního pololetí 1990, kdy její činnost společně řídily dva orgány – prozatímní prezidium ČSAV v čele s akademikem M. Katětovem a předsednictvo Komory volených zástupců pracovišť ČSAV. Jednotlivé oddíly této části, pak blíže popisují vlastní činnost řídících orgánů ČSAV a jejich úřednického aparátu, zahájení restrukturalizace soustavy pracovišť ČSAV a demokratizaci jejich vnitřního života, odstraňování deformací ve sboru členů ČSAV, rehabilitaci politicky postižených pracovníků pracovišť ČSAV, přípravu zákonných úprav Československé akademie věd a její podíl na novém celostátním uspořádání a financování vědy a výzkumu i řešení aktuálních otázek výzkumné a ediční činnosti ČSAV, její spolupráce s vysokými školami, výchovy vědeckých pracovníků, mezinárodní vědecké spolupráce a ekonomického zabezpečení výzkumné činnosti. Závěr práce je pak věnován přípravě a průběhu LIX. Valného shromáždění ČSAV, které - již v souladu s novelizovaným zákonem o ČSAV a novými prozatímními Stanovami ČSAV - zvolilo nové řádné prezidium ČSAV pod vedením akademika O. Wichterleho a svým usnesením stanovilo program další transformace ČSAV na moderní demokratickou vědeckou instituci., The author, who was CSAS Presidium Secretariat Chairman during the 1960s, was removed from this position after August 1968 and reassigned as a specialist to what was then the CSAS Central Archive. After November 1989 he played an active role in the basic ideological, organizational and staffing transformation at the Academy, which occurred in association with the changes in the overall political and economic system in Czechoslovakia and then the Czech Republic. In his work on the origins of this transformation from November 1989 to mid-1990 he could thus base himself not only on painstaking utilization of the appropriate archive sources, but also on his own extensive personal experience, memories and notes from this period. This work is divided into two parts, the first of which, entitled Šest revolučních týdnů [Six revolutionary weeks], deals with the period from 17th November 1989 to the extraordinary General Meeting of CSAS members on 21st December 1989, while the second, characteristically entitled Půlroční dvojvládí [Six months of dual government], with CSAS developments from January 1990 to the ordinary LIX CSAS General Meeting which took place 28th June 1990. In the first part (Práce z dějin Akademie věd 4, 2012, no 1) the intensive and basically unanimous spontaneous reactions of CSAS institute staff are described, as well as the participation of some CSAS members in the events of 17th November 1989. These events gave rise to two of the most important civic activities at the Academy - the CSAS Civic Activities Coordination Centre, which formed the basis for the establishment of what was known as the Chamber of Elected CSAS Institute Representatives as part of the CSAS General Meeting, and the CSAS Members' Consultative Group, which brought about the resignation of the current CSAS Presidium and the convening of an extraordinary General Meeting of CSAS members, which elected a new interim CSAS management and formulated an integrated programme for its subsequent transformation. The feverish activity of both of these centres at the end of 1989 is described in detail, together with their mutual relations, which were remarkable for their successful collaboration over endeavours to achieve their primary joint aims, as well as their many differing opinions and the disputes over the solutions to individual problems. The second part of the work deals in detail with happenings at the Czechoslovak Academy of Sciences during the first half of 1990, when its activities were jointly managed by two bodies - the interim CSAS Presidium headed by Academician M. Katětov and the Presidium of the Chamber of Elected CSAS Institute Representatives. Although under, legal regulations in effect at the time, of the two bodies only the CSAS Presidium, made up of Academy members, had the authority to take decisions, their mutual relations and the procedure behind their negotiations were governed in such a way that authorized decisions were only adopted after the consent of both sides was attained. This solution was fully in harmony with the prevailing agitated atmosphere and surprisingly it brought fewer problems and difficulties in practice than were originally anticipated. The individual sections of this part then describe in greater detail the actual activities of the CSAS governing bodies and their official apparatus, the commencement of restructuring of the CSAS institutional system and the democratization of their internal life, the elimination of distortions in the CSAS membership base, the rehabilitation of politically persecuted CSAS institute staff, the drafting of legislative amendments for the Czechoslovak Academy of Sciences and its role in the new nationwide arrangements and funding for science and research and the solution to current issues involving CSAS research and editorial activities, its collaboration with institutes of higher education, the training of research workers, international research collaboration and the economic underpinning of research activity. The work concludes with the preparations for, and procedure of, the LIX CSAS General Meeting, which - now in compliance with the amended legislation on CSAS and the new interim CSAS Statutes - elected a new ordinary CSAS Presidium under the direction of Academician O. Wichterle and set out the programme for the subsequent transformation of CSAS to a modern democratic research institute. (Translated by Melvyn Clarke.), and Překlad resumé: Melvyn Clarke
Okupace Československa vojsky států Varšavské smlouvy v srpnu 1968 znamenala konec tohoto trendu a začátek vlny odchodů československých občanů, mezi nimiž nescházeli ani někteří významní pracovníci Československé akademie věd (ČSAV), do emigrace. Tato edice, která zpřístupňuje dokumenty ilustrující tři konkrétní lidské osudy, se soustředí na události let 1968-1970 a doplňuje problematiku zahraničních vztahů ČSAV v daném období o otázku dlouhodobých zahraničních pobytů zaměstnanců ČSAV jako faktoru, který v souvislosti se srpnovými událostmi a následným vývojem hrál významnou roli při rozhodování akademických pracovníků o odchodu do emigrace. and The gradual relaxation of rules on foreign relations was inter alia characteristic of 1960s Czechoslovakia even in relation to capitalist bloc countries. The occupation of Czechoslovakia by Warsaw Pact state troops in August 1968 marked the end of that trend and the beginning of a wave of departures of Czechoslovak citizens, including some prominent CSAS staff members. This series, which presents documents illustrating three individual stories, focuses on events between 1968 and 1970 and adds the issue of long-term foreign stays of CSAS staff members to the issues surrounding CSAS foreign relations during this period as a factor which in the context of the August 1968 events and subsequent developments played a significant role in the decision-making of academic staff regarding emigation. Řešili spolu například problematiku domácích etnografických institucí, spolupráci se zahraničím (možnost výjezdů na konference, výzkumné pobyty v cizině), kontakty pražského a brněnského pracoviště., Letters between Karel Vetterl (1898-1979), musicologist and musical folklorist (and from 1965 the Director of the Brno branch of the Institute for Ethnography and Folklore Studies) and Jiří Horák (1884-1975), Czech literary scholar, Slav studies scholar and folklorist (who was Director of the CSAS Institute for Ethnography and Folklore Studies), can be found in Jiří Horák’s personal papers covering the 1955-1968 period. Most of this correspondence is made up of Karel Vetterl’s letters, reflecting both the private and professional spheres and including personal greetings and good wishes to Jiří Horák and his wife. However, most of the correspondence is of a working nature. Karel Vetterl turned to Jiří Horák for advice or confided his workplace difficulties to him. For example, together they dealt with the issue of domestic ethnographic institutions, collaboration abroad (including conference trips and research tours abroad) and liaison between the Prague and Brno branches. Vývoj výstavby technické sekce ČSAV se v rámci dobových možností vyvíjel poměrně utěšeně, což bylo dáno především tím, že vedle věd přírodních se právě i ty technické staly v poválečném období značně preferovanou oblastí celospolečenského dosahu., In early 1952 four sections of the Government Commission for the Creation of a Czechoslovak Academy of Sciences, including the Technical Section, launched their activities. Its objective was to obtain the personnel, deployment and equipment required in the technical disciplines under consideration to set up a functional academic centre, or ideally, an institute. In keeping with post-1948 political conditions, procedure kept in line with that of the Soviet Academy of Sciences, particularly at a formal and organizational level, but previous domestic scientific development was definitely not ignored. As for the technical fields, continuity was most clearly identifiable with regard to the Masaryk Academy of Labour, its committees and membership. The endeavour to transfer already existing research and experimentation resources from production sectors or higher education only found any substantial response in the case of the Institute for Theoretical and Applied Mechanics, established at CSAS on the basis of the old institutes and laboratories at the Czech University of Technology Faculty of Civil Engineering and the Heavy Engineering Research Institute. However, throughout the 1950s technical science academic establishments gained strength fairly quickly, giving rise to a number of new institutes either through the expansion and re-equipping of existing committees and laboratories, or by the institutional underpinning of specialized disciplines that were being newly established. The creation of CSAS technical sections made fairly decent progress considering the circumstances of the period, primarily because not only natural sciences, but in particular technical sciences came to be especially favoured areas throughout society during the postwar period. První část článku připomíná vznik a vývoj Československé akademie věd v 50. a 60. letech 20. století v oblasti chemického bádání a druhá ve zkratce popisuje strukturální proměny Univerzity Karlovy v Praze v téže době. I v této části je hlavní pozornost věnována chemickým pracovištím. Třetí část pojednává o spolupráci a vzájemném soupeření těchto pracovišť. Nezanedbatelnou roli hrály i osobní vztahy vědeckých pracovníků z těchto institucí. Šedesátá léta se proto nesla na vlně vzájemného soupeření a zároveň rostoucí spolupráce chemických pracovišť., The first section of this article recalls the establishment and development of the Czechoslovak Academy of Sciences in the 1950s and 1960s in the field of chemicals research, while the second briefly describes the structural transformation of Charles University in Prague at the same time, as well as primarily focusing attention on chemicals research establishments. The third section deals with the collaboration and mutual rivalries between these establishments. Their relations were significantly affected by the centralization and decentralization trends at the time in science. It turns out that after some stagnation during the 1950s higher education establishments attempted to regain their influence in scientific research. However, the emergence of chemicals research at the Charles University Natural Sciences Faculty in Prague was not possible without the support of CSAS, which provided the individual departments the necessary instrumentation and co-funded some research. A considerable role was also played by personal relations among scientists from these institutes. Hence the 1960s rode a wave of mutual rivalry and at the same time increasing collaboration among chemicals research establishments., and Překlad resumé: Melvyn Clarke
This study, the first substantial survey of the history of the Institute of Theoretical and Applied Mechanics at the Czechoslovak Academy of Sciences (CSAS ITAM), focuses on redeployment and organizational developments at the institute. The history of the Institute of Theoretical and Applied Mechanics at the Czechoslovak Academy of Sciences goes back to 1921, when its first direct predecessor was established, the Research and Experimental Institute for Materials and Building Structures (as of 1947 Klokner's Research and Experimental Institute for Materials and Building Structures) at the Czech Technical University. This was ascribed primary importance in the early 1950s when the CSAS was established, as it formed the core of the first technicallybased Academic institute, the Institute of Theoretical and Applied Mechanics (ITAM). The development of the organizational structure of this new institute was fairly complex, reflecting not only the level of scientific research progress achieved within the areas under review, as well as Academy requirements on ITAM activities, but also indirectly the state of the Czechoslovak economy and society at that time. Of no less interest was the redeployment situation at the institute associated primarily with the old Na Slovanech (Emmaus) monastery, which was allocated to ITAM by the operations administrator. For the primarily construction-oriented Academy staff this building was a great challenge, as well as a considerable constraint: adequate working conditions needed to be acquired for employees and an experimental base needed to be created, while respecting the historical value of the premises.
