E-government becomes an important element of the emerging e-societies. There is a great diversity of strategies, policies and results related to its introduction. Educational and cultural conditions and possibilities are vital because they generate - or not - interests in ICTs and their various applications. So capacity building for e-government is a coplex porcess, not limited to introduciton of technological and organizational actions. Moreover e-government is costly and will require soon not only social but also econimic evaluation. These issues are explored in an illustrative case study of e-services in Poland. and Lech W. The Academy has interacted with the public in every regional seat and many other centres in the Czech Republic during its 14th Science and Technology Week, November 1-15. As one of the largest science communication efforts in the country, it presented the latest scientific achievements and results of current research. Tématem studie je dosud neprobádaná oblast vnějších dějin vzniku sociologie vědeckého poznání. Jejím záměrem je analýza vnějších faktorů, které se podílely na vzniku této disciplíny, a to za účelem nalezení odpovědi na otázku, proč vznikla právě v sedmdesátých letech minulého století na Oddělení pro studium vědy při Edinburské univerzitě a právě v podobě tzv. silného programu sociologie vědění. Skrze postavu zakladatele edinburského Oddělení pro studium vědy C. H. Waddingtona se studie zaměřuje konkrétně na dvě epizody, a to na vznik politicky angažovaného hnutí britských levicových vědců ve třicátých letech prosazujících myšlenku sociální funkce vědy a na politizaci tzv. problému dvou kultur v poválečné Velké Británii, která vedla ke změně britské vědní politiky a k reformám britského systému vzdělání. Závěrečná část studie pak věnuje pozornost individuálním zájmům těch členů edinburského Oddělení pro studium vědy, kteří stáli za bezprostředním vznikem silného programu., The study deals with the so far unexplored external history of the origin of the sociology of scientific knowledge. Its aim is to analyse the external factors which contributed to the emergence of this discipline, for the purpose of explaining why it emerged right in the 1970s at the Science Studies Unit at the University of Edinburgh and in the very form of the so-called strong programme in the sociology of knowledge. Through the Unit's founder C. H. Waddington the study focuses on two episodes: the emergence of the politically engaged movement of British left-wing scientists in the 1930s pushing forward the concept of a social function of science, and the politicisation of the so-called two cultures issue in the post-war Great Britain that lead to changes in British scientific policy and educational system. In its concluding part the study then turns attention to the individual interests of those members of the Unit who were directly behind the development of the strong programme., and Libor Benda.
