Today university rankings and performance rankings (ot en based on JIFs, h-indexes) are believed to be indispensable to assure scientii c “quality”. Most of these performance rankings employ citation data provided by h omson Reuters. TR’s current inl uence on funding decisions, individual careers, institutions, disciplines and countries is immense and ambivalent. h ere is increasing resistance against “impactitis” and “evaluitis”. Usually overseen: Trivial errors in TR’s citation indexes (SCI, SSCI, AHCI) produce severe non-trivial ef ects: h eir victims are authors, institutions, journals with names beyond the ASCIIcode and scholars of humanities and social sciences. Based on the Joshua Lederberg Papers I claim: To overcome severe resistance Eugene Gari eld and Joshua Lederberg had to foster overoptimistic attitudes and to downplay the severe problems connected to global and multidisciplinary citation indexing. h e dii culties to handle dif erent formats of references and footnotes, non- Anglo-American names, and of publications in non-English languages were known to the pioneers of citation indexing., Dnešní žebříčky univerzit a výkonnosti (často založené na JIF a h-indexech) jsou považovány za nepostradatelné pro zajištění vědecké „kvality“. Většina z těchto žebříčku produktivity využívá citační údaje poskytnuté h omson Reuters. Současný vliv TR na rozhodování o i nancování, na individuální kariéry, instituce, obory a země je ohromný a ambivalentní. Odpor vuči „impaktitidě“ a „evaluatitidě“ se zvyšuje. Obvykle je přehlížena skutečnost, že triviální chyby v citačních indexech TR (SCI, SSCI, AHCI) mají závažné, netriviální následky: jejich obětmi jsou autoři, instituce, časopisy vymykající se ASCII-kódu a akademici v humanitních a sociálních vědách. Na základě rozboru Joshua Lederberg Papers tvrdím, že aby překonali tvrdý odpor, Eugene Gari eld a Joshua Lederberg museli protěžovat přehnaně optimistické postoje a zlehčovat vážné problémy spojené s globálními a multidisciplinárními citačními indexy. Obtíže plynoucí z ruzných formátu odkazu a poznámek, jiných než anglo-amerických jmen a publikací v jiných jazycích než v angličtině byly známy již prukopníkum citačních indexu., and Terje Tüür-Fröhlich.

Nová Metodika hodnocení výzkumných organizací a hodnocení programů účelové podpory výzkumu, vývoje a inovací, nazývaná Metodika 17+, prošla letos prvním ze tří zahřívacích kol. Podle plánu v dost omezeném rozsahu, s neplánovaným zpožděním způsobeným snad všemi zúčastněnými, ale jinak celkem úspěšně. První běh ukázal mnohé o metodice samotné. To umožní pro druhé kolo provést jak změny praktické, tak i drobné metodické, jen v mezích vládou schválených principů. Už první běh však ukázal i mnoho nového o výzkumu v ČR. O jeho kvalitě, o jednotlivých oborech i výzkumných organizacích. Nebo alespoň naznačil. Šlo koneckonců o první krok, zkoumající plánovaně omezenými metodami výsledky jediného roku - 2016. Další běh nejspíš něco potvrdí, něco vyvrátí. S postupem času spolehlivost poroste. The Centre for Science and Technology Studies of Leiden University organized the 11th International Conference on Science and Technology Indicators 8 - 11 September in Leiden. Science and technology indicators have become an increasingly important instrument for science policy and research management. The assessment of strengths and weaknesses of a country’s science system, ranking, benchmarking and classification of universities, finding excellence in research, identification of emerging and often interdisciplinary research themes, measuring knowledge transfer between academia and industry - all these examples show the value of S&T indicators for users. and Petr Ráb.
Another article highlights the Czech Science Foundation - GACR (Grantová agentura České republiky), which was established in 1993 as an independent body. It promotes progress across the whole range of basic research in the Czech Republic. The National Technical Library in cooperation with the Czech Technical University and Instutute of Chemical Technology in Prague cosponsored the international conference Knowledge, Research and Education on September 8-9, 2011. Research metrics was the topic of this meeting. Organizers sought to draw attention to the often controversial mechanisms for evaluating the results of research and their subsequent impact on its continued financing and institutional support. The conference brought together university dignitaries, senior members of the faculties, library staff and representatives of the publishing industry for the purpose of facilitating discussion of research trends and policies that inform their respective fields of interest shared by all. One of the key lectures was given by the co-Director of CERGE-EI Štěpán Jurajda. He reviewed currend evidence of the productivity of Czech science (by field) based on bibliometric data, pointed to typical mistakes made in recent evaluation exercises and analyses, illustrated these by using examples typically drawn from social sciences, and offered a few tentative bibliometric facts. and Štěpán Jurajda.
Featured in this issue is an article by Jiří Wiedermann, the director of the Institute of Computer Science of the ASCR, on periodical research assessment in the field of Computer Sciences in the Netherlands from 2002-2008. All publicly funded research in the Netherlands is evaluated once every six years. The evaluation system aims at three objectives regarding research and research management: improvement of the quality of research through an assessment carried out in accord with international standards of quality and relevance; improvement of research management and leadership; seeking higher levels of accountability by research organizations and funding organizations, government and the society at large. and Jiří Wiedermann.
How to evaluate the quality of a historian's scientific work (Evaluation of the results of Czech historical science according to Methodology 17+ for 2016-2020).
The project International Audit of Research, Development and Innovations in the Czech Republic and Implementation of its Conclusions into Strategic Documents provides an external and independent evaluation of the research, development and innovation system in the Czech Republic and its current results. Further conditions for personal and professional growth of, in particular, young researchers in different types of institutions involved in science and research is analysed along with the efficiency of post-graduate studies. The project also focuses on an analysis of relations between academic and industrial sectors and the status of intellectual property protection. Project results will be implemented into the updated Reform of the Research, Development and Innovation System in the Czech Republic and National Policy of Research, Deve-lopment and Innovations in the Czech Republic between 2009 and 2015, for the purpose of enhancing the efficiency of public support. Stejnojmenný seminář se z iniciativy Grantové agentury ČR uskutečnil 20. května 2015 v budově Akademie věd na Národní třídě v Praze. Jako hlavní řečníci vystoupili prof. Štěpán Jurajda a doc. Daniel Münich z CERGE-EI (společného pracoviště Univerzity Karlovy a Národohospodářského ústavu AV ČR) a prof. Jaroslav Pánek z Historického ústavu AV ČR. Grantová agentura ČR jako nejvýznamnější poskytovatel účelových finančních prostředků v oblasti základního výzkumu tímto seminářem poukázala na význam společenských a humanitních oborů a na dopad jejich výsledků. The study compiled as a part of EU prject ProAct ("Practical Regional Research and Innovation Policy in Action - the Efficient Tools for Regional Catching-up in New Member States" (Regions of Knowledge - FP6). The regional practices of innovation policy in eight EU member states are presented in case studies, elaborated for one region in each country with South Moravia representing the Czech Republic. South Moravian innovation policy is analyzed in three fundamental dimensions: strategy formation, policy deployment, and practices at the programme level. These are the constituent elements of the process that was defined by the ProAct consortium as so called "ProAct policy learning cycle". THe benchmark methodology (The ProAct Benchmarking Framework) was applied in the case studies to explore good pracices in regional innovation and research policy. E-government becomes an important element of the emerging e-societies. There is a great diversity of strategies, policies and results related to its introduction. Educational and cultural conditions and possibilities are vital because they generate - or not - interests in ICTs and their various applications. So capacity building for e-government is a coplex porcess, not limited to introduciton of technological and organizational actions. The Council for the popularization of science of ASCR in cooperation the Philosophical institute of ASCR, organized a press conference and a lecture with Prof. Paul Konrad Liessmann, a well-known Austrian philosopher, awarded by the Austrian State Prize for Cultural Journalism in 1996 and Scientist Prize 2006 (2007). The continuing development and improvement of the Academy´s Strategy AV 21 innovative project was one of the item at the Academy Assembly´s XLVIII Meeting. One of its task was also the Evaluation of the Research and Professional Activities of the Institutes of the CAS. The research evaluation of the Institutes of the CAS for the 2010-2014 period was focused on individual assessment units within individual Institutes; each assessment unit was evaluated by one of 13 field panels. The study presents some corpus-based results about dispositional reflexive constructions in Czech. One type of Czech dispositional reflexives expresses the evaluation of a mental state with regard to an event associated with the predicate (Snad se mu žije lehčeji.). The evaluation of experiencing an underlying event in a particular way is usually encoded lexically by an adverbial phrase, the licensing conditions of which have not yet been investigated both within Western formal approaches (''manner adverb'', ''some adverbial modification'') and within the Slavic grammatical tradition. Based on the analysis of corpus data, the formal (lexical, syntactic and prosodic) properties of this (explicit or implicit) adverbial argument will be examined. Then the frequency distribution of the adverbial argument (initial, preverbal, postverbal, final) within the clause will be established. Attention will also be given to the frequency of specific adverbs in both affirmative and negative clauses. Furthermore, an explanatory account of the adverbial selection in dispositional reflexives will be developed. When a reflexive verbal form is combined with an adverb (θ-identification), different main types of manner adverbs need to be distinguished, according to the semantic feature of ‘activation’ of the adverb [eval] and the θ-grid (<θ-Exp>, <θ- x>): obligatory evaluative (nerado ''unwillingly''), facultative evaluative (výborně ''excellently'') pragmatically evaluative (přirozeně ‘naturally‘) and non-evaluative adverbs (rozhořčeně ''indignantly'', rychle ''quickly''). Within the class of evaluative adverbs, one can further differentiate between primary evaluative adverbs (dobře ''well'') and secondary evaluative adverbs (vesele ''cheerfully''), according to their semantic structure. The behaviour of adverbs that do not define their pole as either positive or negative (normálně ''normally'', nějak ''somehow''), or those that can be tied contextually to both poles (zvláštně ''oddly'') will be outlined briefly. Finally, the proposed paper will discuss three distinct functions of the modifier sám, -a, -o (''alone'') in syntactic reflexives: autocausative, autoagentive and - last but not least - dispositional. and V této studii prezentujeme výsledky korpusového šetření z oblasti impersonálních reflexivních dispozitiv. Jeden typ českých dispozičních konstrukcí vyjadřuje hodnocení mentál-ního stavu se zřetelem k události specifikované predikátovým výrazem (Snad se mu žije lehče-ji.). Taková evaluace prožívání události je zpravidla lexikálně specifikována adverbiálními výrazy, jejichž charakteristika nebyla doposud v západních formálních popisech (''manner ad-verbs'') ani ve slavistické literatuře (''hodnotící adverbiální výraz'') podrobněji zachycena.
