The vegetation relevés stored electronically in the Czech National Phytosociological Database are reviewed. The database was established in 1996, with the central database located in the Department of Botany, Masaryk University, Brno (www.sci.muni.cz/botany/database.htm). On 15 November 2002 this central database contained 54,310 relevés from the Czech Republic, collected by 332 authors between 1922–2002. Ca. 54% of the relevés were taken from published papers or monographs, 21% from theses and the rest from various unpublished reports and field-books. These relevés include 1,259,008 records of individual plant species. Territorial coverage of the country by the reléves is irregular as the areas with attractive natural or semi-natural vegetation are more intensively sampled, with gaps in coverage of less attractive or poorly accessible areas. Most relevés are of broad-leaved deciduous forests (Querco-Fagetea), meadows (Molinio-Arrhenatheretea), dry grasslands (Festuco-Brometea), and marsh grasslands (Phragmito-Magnocaricetea). The quality of the data is discussed, such as researcher bias, preferential selection of sampling sites, spatial autocorrelation and missing values for some data elements.
This paper reviews the data on quaternary palynological sequences collected in the Czech Republic, attempts to store them in the Czech Quaternary Palynological Database (PALYCZ) and outlines a possible use for regional syntheses. Work on pollen stratigraphies done over the last hundred years has yielded a very large amount of data for this region. These data can be used globally for various types of environmental reconstructions and are of local importance, especially when combined with local databases. For data to be included in PALYCZ it has to meet certain criteria, the determination of the pollen of herbaceous plants must be well resolved and radiocarbon dated. As of 31 December 2008, we had reviewed 177 pollen profiles. Data from 152 sequences are already stored in PostgreSQL® in relational tables, which allow a broad range of queries to be addressed using the html protocol. The data collected since 1959 by 15 authors contain raw pollen counts together with 14C dates and various metadata on locality. All the pollen samples were ordered using non-metric multidimensional scaling. Display of the ordination diagram incorporating the appropriate millennial time slices revealed a common pattern in all data. The quality of data is also discussed in the context of the history of the research and methods used. Database access can be found at http://botany.natur.cuni.cz/palycz.
The article focuses on adult education in the Czech Republic. It begins by defining the institutional context of adult education in the country. Three institutional characteristics are of particular interest in this respect: returns to education, the current level of education of the adult population (and the related demand for adult education), and institutions offering adult education. Using the LFS and AES surveys, the authors find that it is primarily young and educated persons who pursue adult education. With respect to the returns to adult education, the results show that adult education does not protect against downward mobility but does increase the odds of upward mobility. The positive effect of adult education on upward mobility is more pronounced among women than men.
A syntaxonomical revision of dry grasslands of the alliances Bromo pannonici-Festucion pallentis, Festucion valesiacae and Koelerio-Phleion phleoidis (class Festuco-Brometea) in the natural biogeographical region of the Western Carpathians and northern Pannonian Basin is presented. A geographically stratified data set of 2686 relevés from the south-eastern Czech Republic, northeastern Austria, Slovakia and northern Hungary was divided into 25 clusters using a modified TWINSPAN algorithm. The proposed classification simplifies and unifies the previous syntaxonomical systems, which differ in these four countries. Main environmental gradients responsible for variation in species composition of theses grasslands were revealed by detrended correspondence analysis and interpreted using indicator values. The major pattern of variation reflects soil nutrient availability and moisture, which are negatively correlated with soil reaction.
The so-called opposition agreement was concluded by the Czech Social Democratic Party (ČSSD) and the Civic Democratic Party (ODS) after the Chamber of Deputies elections of 1998. It paved the way for a ČSSD minority government in 1998–2002. To present day, it continues to represent one of the most contested moments of the country’s post-communist political history. Both general awareness and the publicist discourse are dominated by a categorically negative, accusatory evaluation of the agreement as a deviation from the democratic framework, a catalyst of systemic corruption and clientelism, and a source of deep scepticism and political disaffection in the Czech general public. While scholarly literature also features strongly critical attitudes to the opposition agreement, there have been a number of works which compared it to the ways minority governments were formed and operated in other countries or which studied the circumstances of its formation and how the situation evolved. Such works have argued that the opposition agreement was a relatively standard case of minority government with under-developed institutional support.
The present study is based on the continual data from surveys of the Public Opinion Research Centre. It deals with the ways public opinion responded to the opposition agreement at the time of its formation and perceived the political situation and overall development in 1998–2002, comparing it to the preceding and subsequent time periods. The empirical evidence shows that most citizens perceived the opposition agreement negatively in general, and especially as the details of its formation have been blurred by the growing time distance from the June 1998 elections. Such negative perceptions,
along with the aftermath of the 1997–1999 economic crisis, gave rise to phenomena such as a considerable decline of popular support for the ČSSD, decreasing trust in government, and growing political discontent between September 1998 and the end of 1999. However, evidence from studies that focused more specifically on the opposition agreement demonstrates that the public attitudes to the opposition agreement were not negative en bloc.
Moreover, the 2000–2002 period saw an apparent shift towards positive attitudes. At the same time, the attitudes to economic and political realities changed considerably throughout the era. The negative trends that prevailed in the first half of the election cycle, and especially in 1999, were replaced by a positive trend as the country overcame the post-1997 economic recession. At the end of the era, the ČSSD and its minority government were perceived as successful by a much broader segment of the population than just the social democratic constituency or left-wing voters in general. These circumstances were probably responsible for the ČSSD’s election victory in 2002, while negative attitudes to the opposition agreement had ceased to play a major role by that time.
The weed communities have changed dramatically in the 20th century. Because no weed vegetation relevés were recorded for South Moravia early in this century, changes in potential distribution of the most endangered vegetation type, the association Caucalido daucoidis-Conringietum orientalis, are evaluated using records of its diagnostic species. The diagnostic species group of this association was specified by the statistical calculation of fidelity. It includes Scandix pecten-veneris, Caucalis platycarpos, Bupleurum rotundifolium, Thymelaea passerina, Nigella arvensis, and Ajuga chamaepitys. The coincidence distribution maps of these diagnostic species were prepared. The resulting maps show that the potential distribution of Caucalido-Conringietum is the South Moravian region of thermophilous flora and possibly the adjacent regions of mesophilous flora. The incidence of this plant association in the area declined remarkably in the second half of the 20th century, but in the 1990s its diagnostic species appeared again at several sites.
Experimentally produced interspecific hybrids between four Central European species of Rorippa (Brassicaceae), which are wide-spread in the Czech and Slovak Republics (allogamic R. amphibia, R. austriaca, R. sylvestris and autogamic R. palustris), were studied. The hybrid between the allogamic tetraploid species R. amphibia and R. sylvestris can produce hybrid swarms when they occur sympatrically with the parental species. The most plausible mode of formation of the tetraploid hybrid swarms introgressed by diploid R. austrica in nature was confirmed: The chromosome numbers of the offspring resulted from the controlled pollination of the triploid experimental hybrid R. austriaca × R. sylvestris mostly tended to the tetraploid level. Even healthy tetraploid plants, with high quality pollen, developed in the second generation after open pollination of the experimental triploid R. amphibia × R. austriaca. Plants with nearly tetraploid or tetraploid chromosome numbers and sufficiently fertile pollen gave rise to fully fertile tetraploid hybrid swarms, even without the presence of tetraploid R. austriaca. Failure of most experimental crosses of the autogamous tetraploid R. palustris with allogamous species (totally sterile F1 acquired only in combination R. austriaca × R. palustris) indicated that this species is unlikely to have participated in the formation of hybrid swarms in nature.
Heracleum mantegazzianum is one of the most invasive species in the Czech flora. The present study describes its flowering phenology and assess the effectiveness of protandry in preventing selfing in this self-compatible species, describes the timing of flowering in a heavily invaded area of Slavkovský les (Czech Republic) and estimates fruit set in a large sample of plants, which provides reliable data on the often exaggerated fecundity of this species. The study of flowering phenology revealed that protandry is always effective only within individual flowers, where male and female flowering phases are completely separated. In contrast, anther dehiscence in some flowers can occasionally overlap with stigma receptivity in other flowers in the same umbel, providing an opportunity for geitonogamous (i.e. between-flower) selfing. Nevertheless, the potential for selfing in H. mantegazzianum is determined mainly by an overlap in the male and female flowering phases between umbels on the same plant; at least a short overlap between some umbels was observed in 99% of the plants at the Slavkovský les. Although the degree of protandry in H. mantegazzianum favours outcrossing, the opportunity to self may be of crucial importance for an invasive plant, especially if a single plant colonizes a new location. At Slavkovský les, flowering started within one week (from 20 to 27 June 2002) at all 10 sites. The duration of flowering of an individual plantwas on average 36 days,with maximum of 60 days, and increased significantly with the number of umbels on a plant. In the second half of August, the majority of the fruits were ripe and had started to be shed. The beginning of flowering of a plant was significantly negatively correlated with the number of umbels it had – the earlier a plant started to flower the more umbels it had produced. A significant negative relationship was also found between basal diameter and beginning of flowering; plants with large basal diameters started to flower earlier. An average plant at Slavkovský les produced 20,671 fruits. Of these, 44.6% were produced by the terminal umbel, 29.3% by secondary umbels on satellites, 22.6% by secondary umbels on branches and only 3.5% by tertiary umbels. The estimated fruit number of the most fecund plant was 46,470 – compared to an average plant, the proportional contribution of tertiary umbels increased relative to the primary umbel. This study revealed a significant positive relationship between fecundity and plant basal diameter. Although the results of this study indicate that the fecundity of this species is often overestimated in the literature, the number of fruits produced by H. mantegazzianum provides this invasive species with an enormous reproductive capacity.
The composition of cryptogam (bryophyte and lichen) communities on fallen logs was studied in two old-growth forests in the Czech Republic. Altogether, 85 species (22 liverworts, 44 mosses, and 19 lichens) were recorded. The presence and abundance of the different species on 350 logs was attributed to habitat factors (e.g. humidity, wood decay, wood softness, log diameter, bark cover, thickness of humus layer and tree species) that were recorded separately for each of the logs. The aim was to identify the factors significantly affecting the composition of cryptogam communities. For the different ecological groups of species (epiphytes, epixylic species, and ground flora) forwarded canonical correspondence analysis (CCA) selected thickness of humus layer and tree species as the factors explaining most variability. In addition, the extent of log surface covered by bark, humidity and log decay were selected as significant determinants of cryptogam community composition.
The article addresses the differential recruitment advantages of individual candidates in regional assembly elections. The authors argue that in a multi-level polity different types of incumbency exist that are reflected in the recruitment process, favour officeholders over newcomers, and at the same time differentiate the accessibility of regional offices for officeholders at various system levels. Moreover, it is argued that the effect of multi-level incumbency can be well observed even in proportional electoral systems. Empirically, the impact of incumbency on a candidate’s chances to succeed in the recruitment process and to obtain preferential votes is analysed using regional assembly elections in the Czech Republic as an example. The authors demonstrate that regional incumbents enjoy by a huge margin advantage during the candidate nomination phase and they are the most favoured group at the ballot followed by national-level politicians and big city mayors.
