32. Od Humovy teze k etickému univerzalismu
- Creator:
- Peroutka, David
- Type:
- article, model:article, and TEXT
- Subject:
- ethics, universalism, evaluation, Hume’s Law, is-ought problem, ethical discussion, and first principles
- Language:
- Czech
- Description:
- The defence of ethical universalism can be grounded in assertion that discussion, if it is to be meaningful, assumes the validity of some minimal agreement in principles. If, however, it is a fundamental fact that the participators in the discussion of ethical questions are (at least potentially) all people, then the principles of that discussion will have universal validity. Hume’s Law, which in this study is examined in detail and precisely formulated, does not allow us to seek a generally valid basis for ethical discussion exclusively in the domain of factual assumptions. This means that the universal validity of some basic evaluative ethical principles must be recognised.

35. Pojetí integrace migrantů v ČR perspektivou analýzy podpory stanovených priorit

- Subject:
- integration, migration, governance, transnationalism, and evaluation
- Language:

- Description:
- Perspectives on migrant integration differ by time and place. This article examines this vague concept to shed light on how its evolution over time has shaped the current conceptions of migrant integration in the EU and the Czech Republic. It describes the situation in the Czech Republic and the country's normative goals in the field of migrant integration. While the country has explicit integration priorities in place, there is no evaluation of their fulfilment. The article explores whether these priorities are indeed fulfilled and from what sources by analysing a unique dataset of 3061 projects in the field of migrant integration. All these projects were implemented in the Czech Republic between 2010 and 2019. The results show that although funding for migrant integration has increased since 2016, even taking into account the long-term increase in the number of migrants in the Czech Republic, funding in support of these priorities is allocated very unevenly. European funding remains crucial. Among the most supported priorities is knowledge of the Czech language and education. There is also some support in the social field. By contrast, the issues of discrimination, equal rights, foreign nationals' access to health care, and the development of professional skills receive hardly any support. The results thus show a discrepancy between the priorities that have been set and their fulfilment, especially in the area of activities targeting the majority society and its institutions. The declared two-sidedness to the process of integration process thus remains a somewhat unsupported vision.

- The study compiled as a part of EU prject ProAct ("Practical Regional Research and Innovation Policy in Action - the Efficient Tools for Regional Catching-up in New Member States" (Regions of Knowledge - FP6). The regional practices of innovation policy in eight EU member states are presented in case studies, elaborated for one region in each country with South Moravia representing the Czech Republic. South Moravian innovation policy is analyzed in three fundamental dimensions: strategy formation, policy deployment, and practices at the programme level. These are the constituent elements of the process that was defined by the ProAct consortium as so called "ProAct policy learning cycle". THe benchmark methodology (The ProAct Benchmarking Framework) was applied in the case studies to explore good pracices in regional innovation and research policy. In the study, the role of South Moravian Innovation Centre (JIC - Jihomoravské innovační centrum) is highlighted., Jiří Loudín, Adolf Filáček, Michal Kostka, Kateřina Tydláčková., and Obsahuje seznam literatury.

- Description:
- E-government becomes an important element of the emerging e-societies. There is a great diversity of strategies, policies and results related to its introduction. Educational and cultural conditions and possibilities are vital because they generate - or not - interests in ICTs and their various applications. So capacity building for e-government is a coplex porcess, not limited to introduciton of technological and organizational actions. Moreover e-government is costly and will require soon not only social but also econimic evaluation. These issues are explored in an illustrative case study of e-services in Poland. and Lech W. - Language:

- Description:
- Czech translation of WordSim353. The Czech translation of English WordSim353 word pairs were obtained from four translators. All translation variants were scored according to the lexical similarity/relatedness annotation instructions for WordSim353 annotators, by 25 Czech annotators. The resulting data set consists of two annotation files: "WordSim353-cs.csv" and "WordSim-cs-Multi.csv". Both files are encoded in UTF-8, have a header, text is enclosed in double quotes, and columns are separated by commas. The rows are numbered. The WordSim-cs-Multi data set has rows numbered from 1 to 634, whereas the row indices in the WordSim353-cs data set reflect the corresponding row numbers in the WordSim-cs-Multi data set. The WordSim353-cs file contains a one-to-one mapping selection of 353 Czech equivalent pairs whose judgments have proven to be most similar to the judgments of their corresponding English originals (compared by the absolute value of the difference between the means over all annotators in each language counterpart). In one case ("psychology-cognition"), two Czech equivalent pairs had identical means as well as confidence intervals, so we randomly selected one. The "WordSim-cs-Multi.csv" file contains human judgments for all translation variants. In both data sets, we preserved all 25 individual scores. In the WordSim353-cs data set, we added a column with their Czech means as well as a column containing the original English means and 95% confidence intervals in separate columns for each mean (computed by the CI function in the Rmisc R package). The WordSim-cs-Multi data set contains only the Czech means and confidence intervals. For the most convenient lexical search, we provided separate columns with the respective Czech and English single words, entire word pairs, and eventually an English-Czech quadruple in both data sets. The data set also contains an xls table with the four translations and a preliminary selection of the best variants performed by an adjudicator.
