2. A case study of Heleomyzidae (Diptera) recorded on snow in Poland with a review of their winter activity in Europe

- Twenty eight species of winter-active Heleomyzidae were collected during a long-term study in Poland. More than 130 samples of insects, including Heleomyzidae, were collected from the surface of snow in lowland and mountain areas using a semi-quantitative method. Lowland and mountain assemblages of Heleomyzidae recorded on snow were quite different. Heleomyza modesta (Meigen, 1835) and Scoliocentra (Leriola) brachypterna (Loew, 1873) dominated in the mountains, Tephrochlamys rufiventris (Meigen, 1830) mainly in the lowlands and Heteromyza rotundicornis (Zetterstedt, 1846) was common in both habitats. Heleomyzidae were found on snow during the whole period of snow cover, but the catches peaked from late November to the beginning of February. In late winter and early spring the occurrence of heleomyzids on snow decreased. Most individuals were active on snow at air temperatures between -2 and +2.5°C. A checklist of 78 winter active European Heleomyzidae is presented. - Microseismic monitoring has become a standard technique to map the development of hydraulic fracturing. This study is a case study of a downhole monitoring of the hydraulic fracturing in a lateral well in Northern Poland. The downhole monitoring array detected a large number of microseismic events indicating successful development of a hydraulic fracture. We show evidence that some stages interacted with the pre-existing natural fault system also mapped from surface active seismic imaging. The mapped hydraulic fracture shows a slight asymme try of the developed hydraulic fractures. - Site Wilczyce is situated on Sandomierz Upland in the south of Poland. It was discovered in 1994 during a systematic archaeological survey within the project Archaeological Picture of Poland. The flint material constituting the source database for the analysis of the production of rectangular-sectioned axes was excavated during the exploration of feature No. 11. The collection of flint artifacts consists of 271 items. In course of laboratory works refitted were 13 blocks, each counting from 2 to 26 elements. and Lokalita Wilczyce leží na Sandoměřské vrchovině na jihu Polska. Byla objevena v roce 1994 během systematického průzkumu v rámci projektu "Archeologiczne Zdjęcie Polski". Pazourkový materiál, který představuje zdrojovou databázi pro studium výroby seker s obdélníkovým průřezem, byl získán výzkumem struktury č. 11. Soubor zahrnuje 271 pazourkových artefaktů. V průběhu laboratorního zpracání bylo složeno 11 bloků, které sestávaly ze 2 až 26 elementů.

7. Neotectonic activity interpreted from a long water-tube tiltmeter record at the SRC geodynamic laboratory in Książ, Central Sudetes, SW Poland

- a1_A water-tube tiltmeter system composed of two perpendicular tubes was installed in the underground galleries of the Geodynamic Laboratory in the Książ Castle, Central Sudetes, in 2003. The partially filled water tubes are several tens of metres in length and have high-precision interferometric recording gauges at their ends. The recording gauges continuously measure water level changes in the tubes with single-nanometer accuracy which corresponds to 0.005 milliseconds of arc of plumb line variations. The tiltmeter has recorded several events of water level variations, with a magnitude of a few hundred micrometers and a duration of tens of days. The strongest water level variations were one order greater than variations caused by tidal phenomena and occurred in different months of a year, and hence are expected to have no seasonal origin. Because of the extremely large magnitude of the phenomenon and because time of duration of signals showed no seasonal characteristics, all external sources outside the bedrock space occupied by the instrument can also readily be precluded. Each of the recorded strong signals of water level variations consists of a symmetrical and an asymmetrical component. Because of the proportion of the water system to the large-scale geodynamic sources producing water level changes, all the external geodynamic reasons can generate only symmetrical signals in the tubes. The evidence indicates episodic tilting of the instrument itself or vertical displacements of any part of the tubes, which supports the notion of active bedrock deformation. The combination of symmetrical and asymmetrical signals implies that their source is within the bedrock space in which the instrument is embedded. The events of large water level variations can be explained by non-flat relative vertical displacement of the opposite ends of the tiltmeter tubes., a2_Asymmetrical signals are particularly pronounced in the tube named 03-04, and their magnitude suggests vertical displacement of part of the tube of the order of hundreds of micrometres. The repeatability, temporal irregularity, considerable duration time and high magnitude of the strong signals lead us to attribute them to the tilting of tiltmeter bedrock due to contemporary tectonic movements of the Książ Massif. The Książ Massif consists of a rigid rock mass of Famennian−Tournaisian conglomerates cut by several large and small faults. Rock compaction can be precluded. The massif is a prominent bedrock spur carved by a deeply incised river, and its geomorphic development seems to be related to major faults. Preliminary geological study has recognized strike-slip faults, thrusts and extensional fracture zones, some with an indication of recent activity. A few minor faults cross the bedrock under the tiltmeter geodynamic system. - V posledních letech byl podstatně redefinován vztah mezi českým a mezinárodním právem. Nyní je ČR povinna dodržovat závazky, které pro ni vyplývají z mezinárodního práva (čl. 1 odst. 2 Ústavy), vyhlášené mezinárodní smlouvy ratifikované se souhlasem Parlamentu jsou součástí právního řádu s předností před rozpornými ustanoveními zákonů (čl. 10 Ústavy) a na základě judikatury Ústavního soudu ČR mají mezinárodní smlouvy o lidských právech stejnou právní sílu jako ustanovení vnitrostátního ústavního pořádku.Právní důsledky těchto proměn jsou však stále předmětem debaty. To platí i o odpovědnosti české veřejné moci za škodu způsobenou porušením mezinárodních závazků. Tento článek se přiklání k tomu, že taková odpovědnost by měla být uznávána přinejmenším ve vztahu k mezinárodním smlouvám v působnosti čl. 10 Ústavy.Ve prospěch takového názoru svědčí srovnání s Francií a Polskem, tedy státy, které při obdobném ústavním uspořádání takovou odpovědnost uznaly, a rovněž odkaz na zásady právního státu, na které Ústavní soud ČR nahlíží jako na klíčový základ pro existenci odpovědnosti veřejné moci za škodu. and In the last years, the relationship between Czech and international law has been substantially redefined. By now, The Czech Republic shall be obliged to respect its undertakings under international law (Art 1-2 Constitution), published treaties ratified upon the consent of the Parliament shall be “the part of the legal order”with precedence over any conflicting provision of the Acts of the Czech Parliament (Art 10 Constitution), and, under the case-law of the Czech Constitutional Court, treaties on human rights shall have the same rank as the provisions of domestic constitutional law. However, legal consequences of these transformations are still subject to debate. This is also true of the liability of the Czech State in tort for breaches of its international undertakings. The present article argues such liability shall be recognized at least with regard to treaties coming in the ambit of Art 10 Constitution. This view is supported by comparison with France and Poland, or States, which, under comparable constitutional setting, have come to recognize such liability in tort, an, also by reference to the rule of law principles which the Czech Constitutional Court views as the key legal ground for the existence of the State liability in tort.

10. Some remarks on the Stroke-Ornamented Ware culture in Poland

- The existence of the Stroke–Ornamented Ware culture north of the Sudetes and Carpathian Mts. has been a rather controversial problem. There appeared doubts as regards the accuracy of distinguishing this culture in certain regions; finally its presence in Poland was questionable. The former conception of its development – at least in South–Western Poland – has been now taken up again. The diversity of natural conditions in which its settlements were placed favoured regional differentiation. The people with stroked pottery spread from upper Oder to the Vistula basin. There were formed some specific peripheral culture groups. They had a nearly contact with the Lengyel and Polgar environments. At the present state of research it is possible to differentiate in Poland two basic development phases of the Stroke–Ornamented Ware culture. Finds from the later phase reveal in the Oder and Vistula basins evident features of the Lengyel–Polgar style. Radiocarbon dates of the sites with Stroke–Ornamented Ware obtained in Poland are within 4970–4670 B.C. and Existence kultury s vypíchanou keramikou severně od Sudetského masivu a Karpat byla dosud spíše kontroverzním problémem. Vyskytly se pochybnosti o správnosti identifikace této kultury v některých regionech; její prezence v Polsku byla nakonec sporná. Na původní koncepci jejího vývoje bylo ovšem nyní – alespoň v jihozápadním Polsku – znovu navázáno. Různé přírodní podmínky, v nichž se její sídliště vyskytovala, přispěly k regionální diferenciaci. Lidé kultury s vypíchanou keramikou osídlili kraj od horní Odry až k pánvi Visly. Tam se zformovaly některé specifické periferní kulturní skupiny, jež měly blízké kontakty s lengyelským a polgárským prostředím. Za současného stavu poznání je možné v Polsku odlišit dvě základní vývojové fáze kultury s vypíchanou keramikou. Nálezy z mladší fáze odhalují v pánvích Odry a Visly zřejmé projevy lengyelsko–polgárského stylu. Radiokarbonová data z polských sídlišť kultury s vypíchanou keramikou se pohybují mezi 4970–4670 B.C.
